Exempts certain Department of Education employees from Hawaii's state residency requirement under HRS §78-1(c) if hired for remote positions effective July 1, 2051.

Allows the superintendent to recruit and employ professionals outside Hawaii for positions determined to be entirely remote, critical hiring needs, and fiscally prudent for the department.

Requires superintendent approval based on factual determinations and majority board approval before any residency exemption can be granted.

Explicitly excludes teachers from this exemption, limiting the exemption to specialized positions such as information technology and online learning roles.

Amends HRS §78-1(f) to add Department of Education employees as an exception to state residency requirements, similar to existing University of Hawaii exemptions.
