Removes the governor's authority to select the chairperson of the Board of Education and instead allows board members to elect a chairperson by simple majority from among all members.

Eliminates the requirement that the chairperson must be selected from the at-large members, allowing any board member to serve as chairperson.

Authorizes the board to elect a vice chairperson by simple majority, who serves as interim chairperson during the chairperson's absence or if the chairperson's seat becomes vacant.

Requires the governor to notify the senate in writing within ten days of removing a board member or receiving notification of a resignation or death, with vacancies filled by gubernatorial appointment with senate consent.

Effective July 1, 2050.
