• Establishes that nonprofit organizations must have been determined by the IRS to be nonprofit, currently maintain that status, file Form 990 or similar returns for prior two taxable years, and comply with section 467B-2.1 if applicable.

• Requires non-nonprofit organizations to be incorporated under state law, registered with the Department of Commerce and Consumer Affairs, possess a valid certificate of vendor compliance, and be current on real property taxes if applicable.

• Takes effect upon approval.
