SB2193 Summary

• Requires state agencies to consult with the Office of Planning and Sustainable Development (OPSD) and Hawaii Housing Finance and Development Corporation when formulating development or redevelopment plans for properties along the rail transit corridor.

• Mandates that at least 50 percent of housing units in state agencies' development plans along the rail transit corridor be reserved for residents who are state residents, occupy the unit, and own no other property.

• Allows OPSD to determine that housing is not feasible or desirable on particular properties and grants exceptions from the affordable housing requirement; excludes the rail transit corridor in Halawa from these requirements.

• Designates OPSD as the lead agency to approve all state agencies' development plans for parcels along the rail transit corridor as part of its smart growth and transit-oriented development responsibilities.

• Takes effect on July 1, 2022.
