HI SB2203

Establishes the "Sustainable State Electronics Act" requiring state departments and agencies to identify and transfer excess electronic devices and covered televisions to the Department of Accounting and General Services by January 1, 2023, and annually thereafter.

Requires covered entities to remove all personal information and nonpublic information from devices before transfer, using methods that preserve device functionality where practicable.

Directs the Department to examine received devices and refurbish them for distribution in priority order: first to the transferring agency, then to other state entities, then to eligible Hawaii residents in need as determined by rule.

Establishes a sustainable state electronics special fund to be administered by the Department, funded by operational revenues and administrative penalties or fees collected under the chapter.

Prohibits recipients of refurbished devices from selling or leasing them; provides the Department authority to establish administrative rules and the Attorney General authority to enforce violations with penalties up to $1,000 for first violation and $2,000 for subsequent violations.
