Establishes a suicide and mental health crisis lifeline task force administered by the Department of Health to develop an implementation plan for integrating the 9-8-8 calling code of the National Suicide Prevention Lifeline.

Task force goals include developing an overall implementation plan for 9-8-8, identifying and collaborating with community partners to support call centers and qualified mental health professionals, and recommending policies and legislation to the legislature.

Task force membership consists of 14 members including the Department of Health's director of behavioral health (co-chair), representatives from state agencies (Education, Human Services, University of Hawaii), legislative committee chairs, regional prevent suicide task force representatives, mental health providers, clinicians, and community advocates.

Task force shall submit findings, recommendations, and proposed legislation to the legislature no later than 20 days prior to the start of the 2023 regular legislative session.

Appropriates general revenues for fiscal year 2022-2023 to fund the task force's development of the implementation plan; effective January 1, 2050.
