Adds a representative from a LGBTQ+ focused organization as a member of the Hawaii Interagency Council on Homelessness, to be designated by the governor.

Establishes this new position as member number 22 of the council's composition under Hawaii Revised Statutes Section 346-382(a).

Cites data showing 40 percent of homeless youth identify as LGBTQ+ and that LGBTQ+ youth are 120 percent more likely to experience homelessness than non-LGBTQ+ peers.

Aims to address the anticipated increase in homelessness across Hawaii in the wake of the COVID-19 pandemic by ensuring LGBTQ+ youth perspectives are represented in council strategies.

Takes effect upon approval.
