Amends Hawaii Revised Statutes Section 137-2 to establish liability for search and rescue expenses when a person or entity knowingly enters closed state, county, or private property; knowingly enters a closed hiking trail; or violates applicable laws, provided closures are posted by sign, barricade, or other device giving reasonable notice.

Allows government entities conducting search and rescue operations to seek reimbursement from the person rescued, their estate or guardians, any person who benefited from the rescue, or any entity responsible for placing the person in danger.

Requires each county to adopt ordinances and the state fire council to adopt rules necessary to implement the reimbursement provisions and establish administrative systems to pursue such reimbursements.

Does not affect rights, duties, or proceedings that matured or began before the Act's effective date.

Takes effect upon approval.
