Establishes procedures for argument statement committees appointed by the chief election officer to prepare balanced pro and con arguments on ballot issues, with opportunity for rebuttal statements.

Makes voters' pamphlet available through mail distribution, public libraries, polling places, and the elections office website in multiple formats including braille, large print, and audio.

Appropriates unspecified state funds for fiscal year 2022-2023 contingent on counties providing matching funds on a dollar-for-dollar basis; applies to all elections beginning with the 2024 primary election.
