Creates new criminal prohibitions against displaying fictitious or misleading caller identification information in connection with sales, advertising, or charitable solicitations.

Prohibits knowingly or negligently transmitting misleading caller identification information for purposes of defraud, causing harm, or wrongfully obtaining anything of value.

Requires verification that the caller identification service has the right to use the displayed name and telephone number before transmission.

Prohibits telecommunications services from displaying the recipient's own name or telephone number on caller identification.

Exempts law enforcement agencies, intelligence agencies, protective services shelters, activities under court order, and voice service providers with Federal Communications Commission compliance certifications; effective July 1, 2050.
