Requires all broadband service providers operating in Hawaii to submit annual reports to the Broadband and Digital Equity Office disclosing their services and service offerings within the State.

Mandates that broadband service providers provide street-level maps showing the locations where they have deployed fiber cable infrastructure throughout Hawaii.

Requires disclosure of upload and download speeds for each project area as defined in section 206R-1 of Hawaii Revised Statutes.

Directs the department to adopt administrative rules under chapter 91 to implement the disclosure requirements.

Takes effect upon approval and addresses the need for accurate broadband data to support infrastructure deployment and policy decisions for unserved and underserved communities.
