Requires public amusement facilities (zoos, theaters, stadiums, parks, fairgrounds, etc.) constructed, renovated, retrofitted, or installed after January 1, 2023 to provide two female-use toilets for each male-use toilet and two female-use toilets for each male-use urinal in separate-gender restrooms.

Defines "renovated" as structural remodeling involving 50% or more of restroom square footage, excluding reroofing, cosmetic work, and electrical/mechanical system alterations.

Defines "retrofitted" as modification or replacement of existing fixtures with new technology, with total project cost exceeding a specified threshold (amount left blank in bill text).

Requires state building construction that is constructed or substantially modified after January 1, 2023 to include installation of a gender-neutral bathroom with at least three stalls, if the building is not more than 5,000 square feet in floor area.

Exempts multi-gender restrooms and portable toilet facilities intended for mixed-gender use from the female-to-male toilet ratio requirements.
