Designates all state-owned lands within one mile of any rail mass transit station as important housing lands, excluding lands under the Department of Hawaiian Home Lands jurisdiction.

Establishes that important housing lands are designated to promote development of housing priced below market rates for eligible residents.

Sets three primary objectives: identify and plan for housing demand; create highly walkable, mixed-use neighborhoods minimizing car usage; and promote land development planning for housing opportunities.

Requires state and county housing, tax, and land use policies to promote long-term viability of important housing lands through retention in contiguous blocks, directing incompatible uses elsewhere, and facilitating access for low-income individuals.

Defines "eligible resident" as a state resident who occupies a dwelling unit on important housing lands and owns no other real property.
