Prohibits the Hawaii Public Housing Authority from developing or constructing housing projects on ceded land that is vacant on or after January 1, 2022.

Expands the authority's ability to develop mixed-income and mixed-financed housing projects beyond traditional public housing by broadening the definition of "housing project" throughout Chapter 356D.

Removes the word "public" from various sections to allow the authority to develop housing projects not limited to federally-assisted public housing programs.

Adds a definition of "housing project" as any home, residence, building, apartment, or dwelling unit designed principally for sheltering people in Section 356D-11.

Makes technical corrections including replacing "such" with "that" and updating references to align terminology changes throughout the statute.
