Authorizes the governor to negotiate land exchanges where the State acquires privately-owned lands suitable for long-term diversified agricultural production in exchange for state lands developed for affordable, workforce, and other housing.

Allows the governor to reclassify and rezone state lands within one-half mile of approved rail transit stations in counties with populations exceeding 500,000 for housing and mixed-use development without state land regulations applying to private developments.

Exempts private housing developments initiated under this section from state and county procurement requirements, impact fees, and other exactions.

Requires the governor to submit reports to the legislature by twenty days prior to each regular session starting in 2023, detailing negotiated land exchanges, feasibility assessments, and necessary appropriations or legislative actions.

Permits the legislature to convene a special session to provide final approval of proposed land exchanges after reviewing the governor's report.

Effective July 1, 2050.
