Appropriates funds from general revenues for fiscal year 2022-2023 as grants-in-aid to each of Hawaii's four counties for forensic testing resources, including equipment and personnel for their respective police departments.

Provides grant-in-aid to the city and county of Honolulu, county of Hawaii, county of Maui, and county of Kauai for forensic testing purposes.

Addresses the backlog of rape kit testing and other forensic tests to assist law enforcement and meet statutes of limitations obligations.

Becomes effective on July 1, 2022.
