• Creates a new chapter establishing statewide regulation of transportation network companies (TNCs) through the Department of Transportation, requiring permits with annual fees up to $25,000.

• Requires TNCs to display fare structures and estimated fares before ride confirmation, maintain service of process agents in Hawaii, and display driver images and vehicle license plates during rides.

• Establishes driver qualification standards including annual criminal background checks, driving history reviews, and prohibits drivers with three or more moving violations in three years, felony convictions within seven years, or sex offender registry status.

• Mandates nondiscrimination policies based on destination, race, color, national origin, religion, sex, disability, age, sexual orientation, or gender identity, and prohibits additional charges for service animal accommodations.

• Makes permanent the motor vehicle insurance requirements for TNCs currently set to expire September 1, 2023, and establishes uniform statewide regulation that supersedes local ordinances.
