Requires the state auditor to conduct a sunrise analysis on the proposed regulation of school psychologists in Hawaii, which is currently the only state without certification or licensure for school psychologists.

Auditor must analyze the definition of school psychologist, description of services delivered, and mandatory advisement requirements to the board of psychology, and make recommendations on whether regulation is warranted.

Auditor shall consider alternatives to the proposed regulation and submit findings to the legislature no later than twenty days before the 2024 regular legislative session.

Identifies that Hawaii's lack of school psychologist regulation prevents the state from seeking federal Medicaid reimbursement for school-based psychological services.
