Hawaii Natural Energy Institute shall conduct a study on renewable hydrogen production and use potential in the State, including its role in achieving a local, affordable, reliable, and decarbonized energy system.

Study must examine feasibility of local renewable hydrogen production, available power sources and costs, water usage requirements, storage feasibility, safety considerations, and comparison to other fuel sources.

Study shall consider end-user markets, permitting and regulatory hurdles, optimal hydrogen use cases in power supply and transportation sectors, export potential, and comparison between local production versus imported bulk green hydrogen.

Hawaii Natural Energy Institute shall consult with the Department of Business, Economic Development and Tourism, Hawaii State Energy Office, Public Utilities Commission, utilities, and industry stakeholders during the study.

Report of findings and recommendations, including any proposed legislation, must be submitted to the Legislature no later than twenty days prior to the convening of the regular session of 2024.
