Establishes a new aquaculture program within the Department of Agriculture to monitor industry activities, serve as an information clearinghouse, coordinate development projects, seek federal funding, and expand the aquaculture industry.

Grants exclusive property rights to persons who lawfully obtain cultured progeny of wild plants and animals through brood stock acquisition.

Authorizes the Department of Agriculture to regulate transportation, purchase, possession, and sale of aquaculture products to protect indigenous species, including requiring documentation with producer information, species type, shipment details, and receiver information.

Creates an aquaculture development special fund to receive appropriations, fees, grants, and other income, with funds used for aquatic disease management programs and research and development activities conducted by the department or University of Hawaii.

Requires the Department of Agriculture to prepare programmatic environmental impact reports for existing and potential aquaculture operations if funds are appropriated and matching funds are provided by the aquaculture industry; authorizes the department to acquire land for aquaculture purposes.
