Requires departments to submit annual non-general fund reports to both the Legislature and the Auditor no later than 20 days before each regular session convening.

Adds requirement for departments to report the status of implementing auditor recommendations in their non-general fund reports, including detailed reasons if no action has been taken.

Expands the Auditor's annual report on special, revolving, and trust funds to identify any recommendations from previous auditor reports within the past five years that have not been implemented.

Makes minor grammatical corrections to existing statutory language regarding non-general fund reporting requirements.

Takes effect on July 1, 2021.
