Amends Section 342H-37 to allow forfeiture of any vehicle used in the commission of a class C felony disposal of solid waste offense, in addition to existing fines up to $50,000 and imprisonment.

Amends Section 342H-39 to allow forfeiture of any vehicle used in the commission of a petty misdemeanor disposal of solid waste offense, in addition to existing penalties of fines up to $25,000, up to 30 days imprisonment, or revocation/suspension of contractor licenses or public utilities commission certificates.

Vehicle forfeiture under both sections is to be conducted pursuant to Chapter 712A of Hawaii Revised Statutes.

Effective upon approval and does not affect rights, duties, penalties, or proceedings that existed before the Act's effective date.
