Amends Hawaii Revised Statutes Chapter 291C by adding a new section authorizing the Director of Transportation and counties to place signage at appropriate intersections designating bicycle-specific traffic rules.

Allows bicyclists in right turn only lanes to proceed straight through an intersection if they cannot safely merge left into the thru traffic lane before the intersection.

Prohibits bicyclists from passing stopped vehicles in the right turn only lane but permits them to pass moving vehicles in the same lane if exercising reasonable safety.

Signage placement authority rests with the state Director of Transportation and individual counties within their respective jurisdictions to identify appropriate intersections for implementation.

Takes effect upon approval.
