Adds new permitted use of campaign funds allowing candidates to pay for child care and vital household dependent care costs incurred directly related to campaign activities.

Limits child care and dependent care costs to expenses incurred from January 1 of the election year through the day after the primary or general election in which the candidate appears on the ballot.

Requires that child care or dependent care services not be provided by immediate family members of the candidate.

Defines "child" as a person under twelve years of age who is a biological, adopted, or foster child, stepchild, or legal ward of the candidate.

Defines "vital household dependent" as a person living in the candidate's household who is physically or mentally incapable of self-care, with corresponding "vital household dependent care" services for such individuals.
