Designates the Vice President for Budget and Finance and Chief Financial Officer as the chief procurement officer for the University of Hawaii, replacing the University of Hawaii president in this role.

Finds that the president simultaneously serving as chief procurement officer creates conflicts of interest and notes that most major public universities nationwide separate these roles.

Appropriates $21,700,000 from general revenues for fiscal year 2022-2023 for repair and maintenance of University of Hawaii campus buildings and infrastructure, to be procured by the new chief procurement officer.

Amends Hawaii Revised Statutes section 103D-203(a) to reflect the change in who serves as the University of Hawaii's chief procurement officer.

Takes effect July 1, 2022, with the statutory amendments protected from repeal when that section is reenacted on June 30, 2024.
