Prohibits retailers from applying arbitrary shipping costs to Hawaii residents that do not reflect actual shipping expenses.

Addresses Hawaii residents' exclusion from free or reduced-rate shipping offers commonly available to purchasers in other states.

Takes effect upon approval.
