Requires the Board of Education to include an open forum at the end of each properly noticed public meeting to allow interested persons to present oral testimony on matters not on the agenda, limited to issues within the board's supervision or jurisdiction.

Amends existing law to require the board hold no less than six community forums annually instead of one per county, with at least one forum required in each county.

Designates community forums as permitted interactions under Hawaii's open meetings law, requiring written public notice with the same posting and filing requirements as regular board meetings.

Permits removal of persons who willfully disrupt community forums, prohibits vote commitments at forums, and requires board members to report their attendance and matters discussed at the next duly noticed board meeting.

Requires the board to report to the legislature no later than twenty days before the 2023 regular session on efforts to amend policies to include open forums at meetings (effective July 1, 2112).
