Adds a new section to Hawaii Revised Statutes Chapter 103D authorizing competitive sealed bidding using a median bid method for construction projects.

Allows purchasing agencies to award construction contracts to the responsible and responsive bidder whose bid is closest to the median of all submitted bids, provided the agency stipulates this method in the invitation for bids.

Defines median bidder as the bidder whose bid is closest to and lower than the arithmetic mean of the two middle bids when an even number of bidders submit proposals.

Amends Section 103D-301 to list median bid procurement as an authorized method of source selection for state contracts.

Takes effect July 1, 2050.
