Director of the Office of Information Practices may issue either a ruling or informal written guidance to resolve complaints about agency denials of access to information and records, with guidance discretionary and not binding like formal rulings.

All rulings and guidance issued by the office must be made publicly available online within a reasonable timeframe from issuance.

"Guidance" is defined as an informal written discussion of legal and factual issues including the most likely resolution, without providing firm and final legal determinations like formal opinions.

Office authority to resolve open meeting and open records complaints is expanded to include determining whether violations occurred or providing guidance on legal requirements.

Technical changes include modifying complaint resolution procedures under section 92-1.5 to allow for either violation determinations or guidance issuance as alternative methods of resolution.
