Requires each state department to establish telework policies and determine employee eligibility within 180 days of enactment, with written agreements mandatory between managers and teleworking employees.

Mandates interactive telework training for eligible employees and their managers before participation, except for employees already teleworking under arrangements in effect before enactment.

Requires teleworkers and non-teleworkers be treated equally for performance appraisals, training, promotions, and other employment decisions.

Designates a telework managing officer in each department's human resources division to develop and implement telework policies and serve as the primary contact with the Department of Human Resources Development.

Requires annual reporting to the legislature on telework participation rates, departmental goals, barriers to participation, and impacts on emergency readiness, energy use, recruitment, retention, and productivity.
