Adds a new ground for transferring cases from the Intermediate Court of Appeals to the Hawaii Supreme Court: judgments, orders, or decrees from family court that affect child custody or involve termination of parental rights.

Addresses delays in family court appeals that have resulted in cases taking up to 8 years to resolve, which may violate due process rights and make cases moot before final disposition.

Amends Section 602-58 of Hawaii Revised Statutes to allow the Supreme Court to transfer family court custody cases as a third category of transferable cases, alongside questions of first impression and inconsistent appellate decisions.

Does not affect rights, duties, penalties, or proceedings that existed before the effective date.

Takes effect on December 31, 2050.
