Amends Section 11-118.5 to require that the language and meaning of proposed constitutional amendments and ratification questions be "simple, concise, and direct to the extent practicable" rather than merely "clear and not misleading."

Requires the Attorney General, in consultation with the Legislative Reference Bureau, to prepare statements in English and Hawaiian for each proposed constitutional amendment describing its purpose, limitations, and effects using "simple, concise, and direct" language.

Adds new jurisdiction to the Hawaii Supreme Court allowing the President of the Senate and/or Speaker of the House to request a written opinion on whether a proposed constitutional amendment and ratification question meet the simplicity and directness standards.

Requires the Supreme Court to render opinions within 15 days of request, provide detailed explanations if finding a ratification question insufficient, and makes such opinions non-appealable.
