Amends Section 92-2.5 of Hawaii Revised Statutes to clarify that informal meetings or presentations on official board business must be open to the public.

Removes the limitation on the number of county council members that may attend informational meetings, provided the meeting is open to the public and not exclusively organized for board members.

Maintains existing requirements that board members may not make or seek commitments relating to votes on matters discussed at informal meetings.

Requires board members attending informal meetings to report their attendance and matters discussed at the next duly noticed board meeting.

Takes effect upon approval.
