Requires the Department of Public Safety, in collaboration with the Department of Human Services, to develop and establish a social work training program for nonviolent incarcerated individuals to explore career pathways in social work and become eligible to work as assistants to licensed social workers.

Authorizes the Department of Public Safety to coordinate with accredited institutions of higher education, private entities, and nonprofit organizations to provide social work training to participating individuals.

Requires the Department of Public Safety and Department of Human Services to jointly submit progress reports on program development to the legislature no later than twenty days before the 2023 and 2024 regular legislative sessions, including findings, recommendations, and proposed legislation.

Appropriates funds from general revenues for fiscal year 2022-2023 to develop and establish the social work training program (specific appropriation amount not filled in).

Takes effect July 1, 2060, with the appropriation provision effective July 1, 2050.
