Eliminates the deferred payment purchase option for cigarette tax stamps, requiring all payments to be made at the time of purchase.

Specifies that stamp payments must be made in cash, certified check, or bank transfer.

Repeals Section 245-27 (maximum amount of deferred-payment purchases and bond requirements).

Repeals Section 245-28 (time for payment of deferred-payment purchases).

Repeals Section 245-29 (suspension or reduction of deferred-payment privilege) and Section 245-30 (penalty for failure to make timely payment).

Takes effect January 1, 2023.
