Allows purchasing agencies to request an exemption from the chief procurement officer if fewer than three qualified persons respond to a professional services solicitation, instead of being required to re-solicit repeatedly.

Modifies HRS Section 103D-304(g) to permit exemption requests when minimum three-person ranking requirement cannot be met due to insufficient qualified responses.

Amends HRS Section 103D-304(j) to allow contracts for professional services within specified limits to be negotiated with at least two qualified persons instead of three.

Aims to increase procurement efficiency and facilitate timely acquisition of specialized professional services when qualified bidders are limited.

Takes effect July 1, 2050.
