Exempts construction projects below the small purchase threshold from competitive procurement requirements when determined impracticable or not advantageous to the State.

Allows the policy board to establish rules or the chief procurement officer to determine in writing which construction projects qualify for this exemption under section 103D-305.

Addresses project delays and increased costs caused by having to separately procure unanticipated or unexpected work discovered during construction that falls outside the original scope.

Adds new subsection (M) to Hawaii Revised Statutes section 103D-102(b)(4) to create the exemption for small purchase construction projects.

Effective upon approval.
