S.B. 2398 Summary

• Creates the Pulehunui community development district on Maui to redevelop and improve four specified tax map key parcels (TMK 2-3-8-008-001, 008-007, 008-037, and 008-038) for recreational, residential, educational, industrial, governmental, and commercial purposes.

• Establishes a special fund for the Pulehunui district to receive all revenues, grants, donations, and legislative appropriations, with funds used exclusively for district purposes.

• Requires the Hawaii Community Development Authority to preserve archaeological, historical, and cultural sites; protect endangered species; coordinate with county and state policies; and develop public facilities supporting district development.

• Authorizes the authority to secure federal financial aid, borrow money, issue bonds, procure insurance, and execute contracts with the federal government for district planning and development.

• Amends the Hawaii Community Development Authority board membership to include the director of business, economic development, and tourism; chairperson of the board of land and natural resources; and county planning directors, with district-specific voting quorum requirements for Pulehunui matters.

• Requires annual comprehensive reports to the legislature on district development progress no later than twenty days before each regular session.
