Authorizes qualifying patients and qualifying out-of-state patients to transport cannabis between islands within Hawaii for personal medical use.

Amends Section 329-122 of the Hawaii Revised Statutes to define "transport" to explicitly permit interisland cannabis transportation by qualifying patients for their personal medical use.

Allows transport of up to one gram of cannabis to certified laboratories for testing when the patient has a confirmed appointment and carries electronic confirmation of the test appointment details.

Prohibits interisland transportation of cannabis between qualifying patients, primary caregivers, or out-of-state patients and any other entity or individual.

Takes effect on May 6, 2137.
