Amends Hawaii Revised Statutes Section 329-104(c) to expand authorized access to the electronic prescription accountability system.

Adds veterinarians licensed under section 457-2.7 to the list of authorized registrants who can access prescription information for their own patients.

Removes the requirement that pharmacists requesting prescription information about a customer must cite a violation or possible violation of Chapter 329.

Authorizes the State Department of Human Services, med-QUEST division to access electronic prescription accountability system information.

Authorizes controlled substance prescribers, dispensers, and pharmacists at United States Department of Veterans Affairs facilities in Hawaii to access and submit data to the electronic prescription accountability system.
