Requires the Hawaii State Energy Office to develop a strategic plan identifying strategies to achieve a resilient, clean energy, decarbonized economy by 2045 in fulfillment of Hawaii's zero emissions clean economy target under section 225P-5, Hawaii Revised Statutes.

Strategic plan must include quantitatively and qualitatively measurable benchmarks and metrics to track progress toward the zero emissions goal, and must consider lifecycle emissions from out-of-state transportation and supply chains.

Requires the Hawaii State Energy Office to submit the strategic plan with proposed strategies, benchmarks, metrics, and any proposed legislation to the legislature no later than twenty days before the 2023 regular session.

Requires the Hawaii Natural Energy Institute to conduct a feasibility study of the strategic plan and analyze cost savings and benefits to ratepayers from existing energy goals under sections 269-92 and 269-96, Hawaii Revised Statutes.

Hawaii Natural Energy Institute must submit findings and recommendations to the legislature no later than twenty days before the regular sessions of 2023, 2028, 2033, 2038, 2043, and 2048; Act becomes effective July 1, 2050.
