Extends the Department of Agriculture's authority to certify the important agricultural land qualified agricultural cost tax credit from December 31, 2021, to December 31, 2031.

Allows taxpayers with accumulated but unclaimed certified credits to continue claiming the credits in subsequent taxable years until exhausted.

Amends Section 235-110.93, Hawaii Revised Statutes, to change the certification expiration date in subsection (l).

Takes effect on July 1, 2050, and applies to taxable years beginning after December 31, 2021.
