Establishes a $0.10 per drink surcharge on liquor taxes in Hawaii, effective July 1, 2022, in addition to existing gallonage taxes on various liquor categories.

Defines a standard drink as 1.50 ounces of distilled spirits, 5 ounces of sparkling or still wine, or 12 ounces of cooler beverages or beer.

Directs all surcharge proceeds to be deposited into the state general fund.

Cites public health data showing an average of 348 alcohol-related deaths per year in Hawaii between 2011-2015, with approximately 90% due to excessive alcohol use.

Notes estimated annual tax revenue from the surcharge would be approximately $58,000,000 to offset state expenses related to alcohol-related health and safety issues.
