S.B. 2456 Summary

• Authorizes Hawaii to issue limited purpose identification cards to individuals who meet all requirements for a standard identification card except they cannot provide proof of authorized presence in the United States under federal law.

• Limited purpose identification cards must be clearly distinguished from standard cards and bear the phrase "Not acceptable for official federal purposes and does not establish eligibility for employment, voter registration, or public benefits."

• Applicants may establish identity and residency through diverse documentation including consular IDs, passports, school records, utility bills, DHS forms, and other specified documents; applicants are not required to provide or disclose social security information.

• Prohibits discrimination against cardholders and prevents use of the card as a basis for criminal investigation, arrest, or detention based on citizenship or immigration status; all documents and information collected remain confidential.

• Effective date is July 30, 2075.
