Appropriates $1,000,000 from general revenues to the Office of Community Services for fiscal year 2022-2023 to restore funding for immigrant resource centers.

Requires immigrant resource centers to provide staff and resources to assist immigrant and refugee populations throughout Hawaii, including an outreach component.

Establishes that the Office of Community Services, attached to the Department of Labor and Industrial Relations, will administer the funds for immigrant services.

Recognizes that immigrants comprise approximately 250,000 residents (18% of Hawaii's population) and make up significant portions of agricultural, tourism, hospitality, and healthcare workforces in the state.

Takes effect on July 1, 2022.
