Requires the executive director of the office of language access to submit an annual written report to the governor and legislature no later than 20 days prior to each regular session detailing state agency compliance with language access laws, complaints, resolutions, and recommendations.

Appropriates funds to establish three full-time equivalent (3.0 FTE) limited English proficiency language coordinator positions in the office of language access to work with all state departments and agencies on compliance with state and federal language access laws.

Addresses the barrier that limited English proficiency creates for approximately one out of nine persons in Hawaii in accessing health care, public benefits, emergency information, and earned benefits like unemployment and workers' compensation.

Effective date of July 1, 2060.
