Establishes a seven-member state government realignment commission appointed by the governor (3 members), senate president (2 members), and house speaker (2 members) to review state executive branch departments, divisions, and agencies.

Commission shall conduct systematic reviews using standards of equity, efficiency, and modernization, and submit findings and recommendations to the legislature 30 days before the second regular legislative session after member appointment.

Appropriates funds from the American Rescue Plan Act for broadband infrastructure installation and expansion prioritizing rural and underserved communities, state public housing, and low-income student areas.

Appropriates American Rescue Plan Act funds for upgrading broadband and internet connectivity in state buildings including libraries and for extending fiber and cabling to Department of Education classroom buildings.

Requires the Department of Accounting and General Services and Department of Transportation to submit annual reports by December 1 on broadband implementation status, delivery sites, households served, and future funding needs.
