Reduces holdover term limits for board and commission members from the end of the second regular legislative session to the end of the first regular legislative session following term expiration.

Authorizes the President of the Senate to nominate and appoint board and commission successors if the Governor fails to nominate by the Senate's deadline, provided the member's allowable term will be exhausted at adjournment sine die.

Exempts members serving as heads of principal state departments under Article V, Section 6 of the state constitution from the President of the Senate appointment provision.

Establishes that Section 26-34, Hawaii Revised Statutes, preempts any conflicting state laws governing holdover member terms that existed prior to this Act's effective date.

Immediately terminates any holdover members who have already exceeded the new first-session limit, effective upon the Act's approval.
