Requires each public housing project and state low-income housing project built or reconstructed after January 1, 2023, to include all broadband infrastructure necessary for tenant access to broadband service.

Defines "broadband infrastructure" and "broadband service" by reference to section 440J-1, with exclusion of wireless network infrastructure and licensed spectrum wireless services.

Defines "state low-income housing project" by reference to section 356D-51.

Effective upon approval.
