Establishes the youth crisis center branch within the office of youth services, headed by an administrator appointed by the governor without regard to civil service requirements.

Authorizes the branch to establish regional youth crisis centers providing temporary shelter (not exceeding 30 days per person) and services to youth at risk and youth in need of services.

Directs the branch to provide mental health services, substance abuse treatment, crisis shelters for homeless youth and trafficking victims, vocational training, group homes, day treatment, aftercare, counseling, educational services, and other programs to meet youth needs.

Requires the administrator to submit annual reports to the legislature detailing services provided, number of youth served, program results, and recommendations for improving effectiveness.

Appropriates general revenues for fiscal year 2022-2023 to establish the branch, including funding for one administrator position and two program specialist positions; effective July 1, 2060.
